Help! Cory Cat acting weird!

I have 7 cory cats in my 29 gal. One of the albinos is acting weird. It swims very slowly and comes up to gulp air 3x more often than the others. It won't school. When it searches the gravel for food, it barely moves its barbel thingies. None of the others are doing this.

What's wrong with my cory?

do you have air lines in the tank .some fish do this if there water does not have enough oxegen in it . some times they just do this out of habit . What are water peramiters ?. do you do water changes every week ?
