Help! Curious question about canister filter pumps and sumps?!?

Out of curiousity, would it be possible to use the lid and pump from a canister filter as the return pump for a sump? or does a canister filter work mostly by creating a siphon in the locked "chamber" of its body?

I assume for it to work, the lid/pump would have to stay submerged in the return chamber of the sump. Would this create an electrical shock hazard?

Is this a reasonable idea?
 
Yeah, it would probably work, but pumps aren't that much. It would probably be better to just get a sump pump and use the canister filter for possibly a new aquarium. I don't think it would be a electrical hazard assuming the wire is in good condition. Most aquarium electronics are built to take water abuse.
