Help, Diseased Turtle

About a week and a hald ago i noticed that one of my turtle statrted getting white patches of skin. It is missing a few of it's nails and is in bad shape. I have it soaking in a sulfa medicated tub, but what could this problem be and will the soaking help. I keep this one with another and they do not fight and only the one has this problem. Here are some pics.

I have a light on their tank but this one never basks, but the other one does
 
I think for starters I would separate the turtles, one Snapper per tank is usually the rule.

A few questions:

What temperature do you keep them at?
What kind of filtration?
Diet? Is he eating well?
Water depth?

A soak in medicated water seems like a good first step. If you can do it you should set up an enclosure for just the sick turtle.
 
Your turtle has got skin necrosis wich can be fatal if not treated as septicemia can result. Thouse injurys are caused by a stress full situacion and hymune sistem depression (not enough heat, too cold and dirty water, not having a basking place) and can also result from figthing with other turts. Separate them asap, put him in a warmer aquarium, ad salt to the water(one tea spoon by every liter), provide a basking place, give him saltwater bath of 20 minutes each many times a day and ad to the water tetra´s general topic for fish or any other antifungal/bacterial you can find for fish. Change 100% of the water daily. Be alert to your other turt as it is higly contagious. Lets hope its not to late, your turt seems already quite beaten up:(

That tail look is comon from such desiase but can also have been bitten. Its very likely that he will lose that part
