HELP! Filtration for my snapper upgrade

So I bought a 40breeder for my CST who is now in a 15g. I would like to save money on filtration though. He is a little turtle, about 2.5-3". Therefore the water level is really low. Here's where I run into my problem...
I have an aqua clear 70 that I was planning to use for filtration but I don't think this filter has enough power to pull the water that high when hanging on the tank.
ANY IDEAS ON HOW I WOULD BE ABLE TO USE THIS FILTER??

due to the low water issue that alot of people face when dealing with turtles i dont think you will be able to use your HOB filter. you need to find a submersible filter. either that or raise your water level to where your HOB filter will work; possibly building a shelf out of egg crate so the little guy can have some shallow water area.
 
I use floating dw for my res, and floating plants, therefore I keep my water level higher, he has much more swimming room and greater volume of water to dilute nitrates ! Height really doesn't make a difference on dry land, as long as it has room to dock itself and bask.
