I recently used this product to remove the high phosphate levels in my tank: http://www.f3images.com/IMD/250/HG11346/HG11346_99.jpg and now my water is slightly cloudy and al my fish are swimming at the top of the tank as if there is too much C02. I did two 50% water changes to try and remove the effect but it did nothing. and advice is appreciated...

Its probably an oxygen-demanding material. When you dosed the tank, it probably grabbed up most of the available oxygen, leaving little for your fishies. Time should fix this problem. Also, if you have some way to stir up the water surface, it should help bring more oxygen into solution quicker.
