help for large stand

I need a little help for this large stand.

The problem is that it is not very convenient to weld in the room in which it will be located. So the design must be either wooden or precast metal construction.

On the three thick lines will be placed nine tanks with a volume of about 105 gallons each. The top shelf is for driftwood, rocks, etc. so it is not necessary to carry much weight. At the bottom will be lined with rocks and bags with substrates, so it can be installed and additional legs.
 
I'm not really sure what advice you are asking for?

If the span between the vertical uprights is over 6 foot, you would be better off building or buying a metal rack. I don't know if pre-fab industrial style racks are available where you are located.
