Pairing off is done by the fish. If you have a main tank with a bunch of cons in it and put some nesting sites in it. You'll see the pairs really fast as the pair will keep everything away from their site.
Grab that pair and move them to another tank. And wait till you find another pair. As for babies, You can yank them as soon as they're swimming. That will let your cons start another batch. Put the fry in a grow out tank with a sponge filter and feed them finely crushed flake food. Drop the flak near the sponge so it gets stuck to the sponge. The fry will pick at the sponge.
As far as reaching one inch. I have no idea.
