2 of our puffers has these disease, it looks like a sore or something like that. I already put them on a quarantine tank.

Did they come in like this? Could have been an anchoring worm of some sort and what you are seeing is the aftermath....I would treat with a broad spectrum anti microbial, and perhaps an antibiotic.....
 
Are tehy bites? They are strange looking for ulcers and there does not seem to be an indication of sepsis (red streaks). I agree about the antibiotics.
 
i've never seen anything like this on a puffer other than bites but i doubnt that with palembangensis.
I'd go antibacterial and plenty of salt.
Keep us updated.

I had to enlist the help of another person to be able to help you. Here's the diagnosis. It's not a disease but infected bite wounds. Salt and broad spectrum antibiotic is recommended here but the combo won't really kill the fungus. Methylene Blue would be your option for fungus.

What size is the tank and how many puffers are in it? Each of those wounds have dead or dying tissues. This is not a fish which you should mix with the others. Stock only one tank per tank. Were these intended for sale? I understand that if they are, a large tank per puffer may not be an option here however all the same, they have to be separated to prevent more damages.

Please tell us the water parameters as well. You'll be doing plenty of water changes just to ensure the wounds won't get infected.
 
Those are most definately bites, and to be expected if there are 2 of these fish in the same tank. The only way to prevent losing one of those fish is to get them seperated asap! Fahaka puffers are known to be extremely aggressive, especially with their own kind. These are great fish if you want a really large tank (125 gallons or more) and 1 large fish (they grow to 18 inches).
There is possibly the starts of a fungal infection on at least one of those bites, based on the photos. Methylene blue is safe to use and should help prevent further infection from setting in while it heals. Remember, if the 2 fish stay together, this is only going to get worse until the fish dies. They simply can't be kept with anything else.
