100% Festae, but looks Male to me. Here's my analysis: No black marks at all (females I've kept always had a few black marking even stressed).
Even a healthy male sometimes dont have any black at all (like your pic). Of course there's a bit of black on the dorsal (means nothing to sexing a Festae)
