My jack dempsey has been lethargic for like a day, he is now lying on the bottom of the tank breathing heavily...Anything I can do to make him survive? Water quality is great and he is alone right now. No serious physical problems, it looks like someone might have bullied him a little bit?

If he's been injured, I think all you can do is give him TLC such as extra water changes, salt and extra aeration and hope he slowly recovers. Do you see injuries?, because otherwise I'd suspect a disease. Which in that case, you need to act fast with meds to save him.
No it wont it will tell you on the bottle how much to put in for fresh water aquriums it looks like alot but it is really good for your tank follow the instructions
and as far as him being sick i would just treat the tank with copper safe very good stuff one of my buddys is a avid ray keeper and swears by the stuff and uses it with his rays in the tank safe stuff
