sorry not going to like what I am going to say, HITH is just not an Oascar thing, all cichlids can get it.
to help you going to need to know the following.
1. water perams (what does the water test at with a good test get such as a API master fresh water test kit)
2. what is water change schedule. (how much and how often)
3. size of tank, (how big is tank)
4. tank mates (how many fish and size in thak with him)
5. what filters are you running and maintenance on those filters.
6. how often do you feed and what do you feed him.

I know sounds like allot but to really give a good answer they need to be known.
 
right off the bat need to do a fin level water change, fin level meaning water low enough so his top or dorsal fin breaks the surface. add prime or what ever you using for a water conditioner before you add new water and dosed for size of tank, not water replacing.
 
1. Recently ran outta test strips will have to get some more tommrow just did a large 40% water change today. 40% every 4 days.
3. 210 gallon tank 3 ac 110
4. Rd mayan butti leporinus flowerhorn Jd all around 6 inches.
5. Feed once a day sinking and floating pellets and some cichlid sticks and some veggies to mix it up.
 
That looks like HITH to me, cause is bad water quality, and for jag to get it its been bad awhile, sorry not meaning to be an ass.
 
drop the test strips, they suck, get a API master fresh water test kit, much more accurate, 3 AC110 ok for mech, What media in them? if have carbon pull it. replace with more bio media, tank really needs a canister or 2 for good bio filtration, last time you cleaned the ac 110,s? and always in old tank water, never in tap water.
 
Overstocked, underfiltered and with high aggression fish, there must be some bullying. Stress from overcrowding and aggression weakens fish's immune systems. Up the water changes, reduce stock and add some hefty filtration. You have 6 territorial cichlids,and a leporinus, all with large growth potential sharing 200gals of water volume. Not even 30 g per fish. Not good.
 
you do a good vacuum of the gravel when you water change? if not it becomes a nitrate bomb and will spike it threw the roof. same with good filter maintenance.
