Help! Lighting ballast HOT?

I just recently noticed that the ballast on my light fixture is very hot. I mean so hot that you cant pick it up and hold it for more than 2-3 seconds. Is that normal? Ive just recently changed my under tank setup and now have my ballast within reach and ive honestly never felt it while its on before now. Wondering if maybe I need to just change the bulb cuz its drawing more load than it should or if I need to run out and buy a new light hood (and bulb while im at it). Feedback much appreciated!
 
im an electrician, and thats quite normal with "old style" ballasts. when older ballasts are on there way out, they tend to get hotter and can start to leak tar. that being said, some of the new smaller electronic ballasts wont do this, you will mostly find these on t8 and t5 fixtures.
i have actually got burns from ballasts a few times, so unless you dont have a cover on you ballast i would just leave it, if your ballast is open to the air, i would probably sugest to get a new light fixture, you dont want any tar leaking out of it :(
