help me! cycling problem

First post here- so here I go

I recently purchased a 20gal (long) tank and decided to do something different . I have another 20gal tank with an Oscar in it so i know a little bit about the cycling process and whatnot. So the new tank i got i wanted to make it a Salt tank so i can put a spotted puffer fish in there. Now here is where it goes south....

The woman at the store gave me my Puffer, aquarium salt (NOT instant ocean) and recommended i put some neons and other small fish with it. So at this point i have my tank set up and its been running for a few weeks . I bring my fish home get them in the tank and i realize the puffer is incredibly unhappy. I go to my trusty internet and see that they really should be in full salt tanks.

So at this point im like WTF and go back to the store and return the other fish they gave me. I bought ground coral stuff a nice fancy heater and Instant ocean and figured id make it a full salt tank. I took the Puffer out and kept him in a buckett slowly adding the salt to help him adjust better. But my tank is really really really nasty now, its milky looking. I added the right amount of salt, i washed the coral (even though it was pre washed) and its really really nasty!

I hope the puffer doesnt die!

What can i do?
 
Read ahead and not buy things until you're ready.

You're going to have to drain that tank bare, clean it out and restart your tank with the correct salt water mix. Then cycle it, then add fish.

For the puffer: do you have any friends running a salt water tank that he'd be able to live in? If not he may have to go back to the store, unless you can keep him alive in a bucket for at least a few days, which is, deleterious for the fish to say the least.
