I took as good of pics as I can of the vent, I think it's a female but would like others opinions.

What would be the best way to put her in the mood? She hasn't really shown any indication that she is interested in breeding. (provided she is fertile that is)

yea, looking female....i hate when the fish gets to a good size and its like barely there.....always have to pull the big guys out to check!

My other RT is an obvious male with a big hump but his vent is very pointy and points towards the back so that confirms it's sex, but this one I was curious about since she doesn't seem to like males of any breed.

the only thing you can try is put the male in with the female behind a divider and just watch for a few days. they will do a lot of flaring and gate crashing at first but then if you see the female come up to the male and flare up then dart away still flaring then she is getting interested but you will have to wait til she and him both are vibrating their heads and with the heads down and moving gravel. she will try to get on his side if she is interested. but good luck with your male because most srt males are not fertile.
