HELP! My fish can't move!

Idk what's happening but i just got home and ALL my fish are on the bottom of the tank, i jus put in food and they didnt even budge, they look like they're struggling, i took a net and put a parrot at the top and he literally sunk to the bottom and won't go up, the only fish moving above are the puffers! What's causing this guys?!
 
ammonia, nitrite, nitrate?
 
I don't have any test kits for a ph check and the thermometer for some reason isn't reading any temps at all! it's a tape therm those ones that come wit the tank
 
personally regardless of any of your readings i would probably start getting ready for a 50% water change if you have dechlorinator
 
They're regular old puffers, this is a freshwater tank, i got them at petland, white belly, green and yellow on top, i think they were brackish but in full FW now

figure 8 probably. did you add anyfish recently? if so how many
 
They seem to be swimming alot more freely now, but for some reason they wont go above like 1/3 of the tank, they usually are always at the top thats why its so weird.. hmm.
