Help! My pictus isn't doing well! What can I do?!

Okay, so right now I have an 83L tank (~20gallons). I have 2 pearlscale goldfish and they're about 5-8cm nose to base of tail. I have lots of plants. I have a new baby pictus catfish in my tank.
I got him home Saturday, and he seemed cheery-hunky-dory fine. Sunday I wake up and the tips of his whiskers are turning red. I panic, do a quick water test, and find that my ammonia is WAAAY high. My nitrites are WAAAY high. My Nitates are alright. I did a 35-40% water change Sunday, and went out and bought a Fluval 205 for it (my filter has been approaching death for a short while)
This tank has had my 2 hardy goldfish for about 2-3 months now (had to set up in new house).
I love pictus catfish, and want to upgrade my tank (not yet though) so I got a very little one (3-4cm).
Now he looks like this, except his top tail is a little shorter, and his whiskers are shrivelling up!! (couldn't get another pic 'cause he's moving around swimming like mad in the fluval output) He also has a sort of fuzzy white patchyness on his dorsal fin. The temp is set to 30 degrees celsius. His barbels are about to the middle of his er- arm-fins...
HELP!!!
I have Melafix in the tank to help with the redness, and have used ammo-lock to pull down the ridiculous amounts of ammonia, also stability from seachem for the new filter.
