Help my turtle is sick

I have noticed my turtle being lathargic and has puffy eyes basks and sleeps all the time i thi k he has difficulty opening his eyes
He is not active and stays at one place all times

Post a picture of him and the enclosure.
Sounds like a bacterial or fungal infection.
