Help! New tank caulk peeling in waves?

Hi, I am new to the group and just added my first fish (6 red-eye tetra - I plan to add 6 more soon but I bought out my local store) to my planted 45 gallon tank. I just noticed a very strange issue with the caulking opposite the HOB filter. It seems to be peeling off in layers/waves. I ran my finger along the caulking in the other corners of the tank and peeled off a layer of the same looking stuff.

Does anyone know if this is caulking peeling off or some kind of bacterial/diatom growth on the caulking?

I am aiming to add more tetras and a small group of German blue rams tomorrow, but am not sure if I should hold off and re-caulk my tank first. It's a new tank (first week) that I've been colonizing with Seachem Stability bacteria. I am also new to the hobby. I am guessing it's some kind of growth on the caulking, but I just want to double check with you more experienced folks before adding more fish.

I would reseal it if it were mine. Might be an inconvenience but its better than worrying or the possibility of coming home to a soggy carpet and dead fish.
 
It looks like a light film, does it rub off with your fingers? If that tank is store bought brand new, I see no reason for resealing. Worst case scenario take it back for a refund.
 
If it's just a thin film coming off it then I wouldn't worry, a lot of plastic and silicone bits develop a fungusy/bacterial film when first put in a tank.
Great, thanks! I think you're right and it's just bacterial growth on the silicone.
