Help! Pictus Catfish turning red?!

Hi, I'm not sure if this is normal or not, but the bases of all my catfish's fins seems to be turning red. I'm pretty sure they haven't always been like that. What could it be?

I'm currently treating/treated my tank for fungus and ich, both of which seem to be beaten. My catfish's behaviour doesn't seem to be any different. The redness has been on his top fin for a while, just a bit, and I thought it might just be because I put him into a tank with flourescent lighting. I just think it might be getting more red, and I never noticed the other fin bases getting/being red too. His tail fin might be a slight red shade too.

Very hard to tell with him, he's always hiding.

possibly Ammonia poisoning? test your water and tell us what the Ammonia Nitrate and nitrite are
Symptoms:

Fish gasp for breath at the water surface
Purple or red gills
Fish is lethargic
Loss of appetite
Fish lays at the bottom of the tank
Red streaking on the fins or body
 
He has pink/reddish streaking at base of fins, none of the other symptoms though.

I don't have anything to test the water with, although I was just at my lfs a couple days ago and they said my levels were normal. O_O
