Oregon, it's part of 'Murica!
I don't know if its hex or if hes constipated or what. I noticed this yesterday and thought it was just because of all the salt in the tank because it was being treated for ich. He seems bloated and can't swim right. It was hard to get a picture of it but his stomach seems a little bloated and he has this weird line bulge as you can kinda see in the pictures? Is this just constipation or hex or what? Really don't want to loose him, he was my first blood parrot and first fish since I seriously started keeping fish.

what is his diet ive heard they can bloat if fed to much meat in they're diet ....also since you have had this fish fir a while i dont think it is hex or tapeworm and maybe a small swim bladder problem or another form of internal parasite
have you tried feeding peas to him?

He doesn't seem to be hungry right now so he won't eat the peas. Lately its been mostly Hikari Cichlid Gold with the occasional shrimp. He hasn't been like this for long, maybe a day to three days. Can being constipated effect the swim bladder.

I am gonna upload a video showing how hes swimming and his bloatedness.

Best & cheapest purgative is plain old epsom salt. (magnesium sulphate)
1 tablespoon per gallon. The salt (sodium chloride) that you are using for the ich will have a negative effect on a fish that is constipated, and may have been what triggered this.
