Help!!!! Sick oscar!!

Help!!! Suddenly my Oscar is not active and could see his fins are torn on its own and not active at all., just sitting at the bottom. My water parameters are as usual but am seeing a clamped fins and not active at all. Please help how to bring him back to normal. I added rock salt and my heater been set to 28c and it's switched on all time. Will post few pics here

What are the tankmates? What do u feed? Use carbon? Can u post the values of the water? I’d reduce the temp to 78f or 25c.
 
Actually it's with flowerhorn and one bad thing happened is suddenly my flowerhorn infected with white spot since my hospital tank has broken I separates him in the same tank and added some white spot medication...
 
As of now is it fine to do a water change and bring back the water to normal temperature. Will tetracycline medicine works here?

It's a 4 feet and it's a older tank and to yur notice my Oscar did fine till today morning he was approaching whenever am near as he used to but from this evening it's just acting strange and fins are damaged. Sorry I don't have a test kit right now. Will be getting by tomorrow.
