Help! White Flim covering tank

Hello everyone,

I have a 10g planted tank with compact flourescents lighting it, and CO2 injection. I feed it flourish excel everyday and the plants and fish are healthy. But the water is still cloudly and all over the tank, across the gravel, on the walls, and on the plants is this white flim stuff that I can't get rid of.

Does anyone know what it might be or how to get rid of it.

i had this when i started my first planted tank with a 10 gallon...boy it was a pain in the arse! >=0 i just kept using my Syphon to suck it all away and did a thoroughly rush of water...im not even sure how to really get professionally but thats what i did
