Help with Clown Loach

One of my CL's keeps swimming up to surface and splashing around. Is this nornal? Water levels are fine at 0 ammonia 0 nitrites 10 nitrates.

I have a few clowns that are always playing at the surface, I've accecpted it as normal for them.

I have two that constantly swim up and down the current from the outlet from my filter.
