help with "infrared"

So I was reading about the old backyard hack where you get the welding goggles and add the blue and red filters. Apparently you can see the near infrared spectrum in broad day light, cool and all, but what if i want to see in the dark when there is no IR light available? Can I create the same filter and put it over a strong flashlight which will emit the near IR light and then view it with the goggles or will the light emitted by the flashlight be visible anyway? Is it possible to emit invisible lights that the human eye can not see and then view it without the aid of a digital camera or electronic devise? Would i have to buy the IR LEDs for illumination and use an IR sensitive devise such as a camera? Is it possible to make a regular webcam detect IR and not other forms of light? I've seen various modifications of webcams that make them IR sensitive but i've had trouble understanding if they do indeed pick up true IR not the near IR light.

from what i understand the near IR light can be picked up by the eye and the true IR can not and requires an an electronic devise.
