Help with lighting for a planted 29g tank

So I have a 29g which I'm using to house a juvenile flowerhorn, its about 3-4 inches right now and its time to get him into a bigger tank.
I recently bought a group of dwarf puffers, 4 of them, and chucked them in my 20g guppy tank.
Well, I want to dedicate the 29g to them, and I want to put live plants in for them.
I have sand and drift wood, I bought a few plants too, but I think its time to replace my fluorescent bulbs.
I have these old light fixtures and the bulbs are 17", 15w, single bulb(tube) only though. I went to the pet store near my work place and they didn't have any,
I want to try places like home depot or lowe's, will their house hold fluorescent bulbs keep my plants alive? And how much wattage do I actually need for the 29g? Oh and the hood of the tank is tinted glass, its not too dark though, will this reduce the effectiveness of the light shining through?
the plants in the picture are what I have currently and I also have a big anubias(?) plant
 
Those look like swords to me. The general rule of thumb for planted tanks is about 3 watts per gallon, so approximately 87 watts should do just fine. The tinting in the glass will reduce lighting output but by how much, I don't know.
