Help with my catfish

Any ideas on this. No other fish are affected. This guy hasn't been eating for a while.

looks like mucus build up from irritation or infection. Any new fish in the tank? feed live food?
ammonia? nitritie? Can you get him out of there?

the rim of his gill plate normally that white?
