Help with new model Jager Heater

Hey guys, I have the new Jager heater for my aquarium and I am unclear on how to set it. Because no matter what I set it to with Red arrow the heater will not come on. Now my understanding is that the Red arrow is for calibration but how do you know the setting for the blue dial. This is my second heater. I had a 300 watt and I took it back just for this reason so I have to be doing something wrong.
 
The red arrow is indeed for calibration. Twist the blue ring until the red arrow points at the temperature you want the water to be at. Most are fairly accurate from the factory, but now that you changed it, it's likely off. Calibrate it by using a known-good thermometer. After a day or two when the temp has settled, change the red arrow to point at whatever temperature the thermometer reads. You can then re-adjust the blue ring to be set to whatever temperature you want the water to be at.
