Help with shipping fish

Ok so I shipped a guy 90 red devil fry ranging from 1.5 to 2 inches, I put them in 4 large double bagged bags and used 5 heat packs to keep the large box warm. I think I over did it with the heat packs as all fry arrived belly up this morning. I have the chance to make this right with some much smaller fry. There about .5 to 1 inch. My question is what should I do too make sure this goes right next time. You probably boiled them. Also, the heat packs should not come in contact with the bags.

How long was the shipment? Was there a styro top ?
 
You don't need that many heat packs, one or two is sufficient. Also wrap the heat packs to avoid any direct contact to the bags. Did you use pure o2?
 
No o2 just pressured the bags with air, I didn't read that I needed to use o2, but where should I get some at? I will use it next time. I want to ship his replacement fish Monday. Thanks for all your help,I do think that I boiled them though. My bad, I feel horrible about the hole situation.

IMO 90 fish of that size in only 4 bags is a bit too many without pure O2.
I probably would have used 8 or 9 bags, even though it would have brought the shipping cost up, without O2.
There are companies that sell many types of gases, in pressurized canisters to hospitals, water plants etc. From these you rent the cylinders, and have them filled or exchanged as needed.
Because of the need to have this type equipment on hand is is why the pro shippers are successful and can guarantee live arrival.
