help with water change

Hi. Need some advice here. During water change, which level or deep should I take the water out? There is currently some algae boom in the pond. Thanks.
 
First: changing the water won't fix the algae bloom

Second: How many gallons are we talking about? (Size of pond)

Third: How easy is it to add/remove water from your pond?

About the algae, I was thinking that maybe the nutrients needed for the algae might be at certain level in the water due to density.

Anyway, my pond is oval in shape, ave radius should be 2m, depth is 1.8m.
When it rains heavily and the pond is about to over flow, i will throw out the water.
It rains quite often here.
I want to know which level water, top middle or bottom, should i throw the water from?
There is currently only 2 giant snakehead in there.

I use a sub pump to remove the water.

Someone suggest to me adding a little hydrated lime will help with the algae, how true is it?

Additional info is that it is cycled for 3 months now.
