Help with what seems to be fin rot.

I have an issue with my Oscars fins there are chips out of his large fins and side fins are a little frayed, there is also a suspicious white stuff on his lip. What i have done so far is, I have nerfed the gravel as it was becoming dirty to quickly and was hard to siphon the gunk out of it, Ive treated the tank with Multi cure and Tri-Sulfa tablets and done a 30% w/c.
If someone could help me out here would be great.
I can get pictures up when i find my phone software.

If you can also notice the small white dot on his body its been there since i got him about 6 months ago its grown with him.

His bottom lip was broken when i got him also and it doesnt seem to bother him, The white patches however has recently come up at the same time i noticed his fins getting chips and tearing.

I'm also doing 30% w/c everyday. my gf also said that she saw the small fish nip at the Oscars fins i don't know if the smaller one would bull him as he is extraordinarily larger then him.
He hasn't been to keen to eat for 2 days but i will post an update in the morning.
 
What are your ammonia, nitrite, and nitrate readings (actual numbers, please)? So much of the "illness" that we see in the hobby is due to poor water quality that this is the first thing to rule out. Please provide these numbers.

Also, please answer the following:

What size tank?
All tankmates?
How large is this fish?
What type of filtration?
How long have you been noticing each symptom?

I think answering these will get us a lot closer to figuring out what's wrong with your fishy and how to fix him!
 
Will post as soon as i get back from getting more Tri-Sulfa Tablets
they seem to be working, He got excited this morning and actually ate his food.
 
I ended up coming home with Melafix and was told to keep a good eye on what they identified the small yellow fish as an "Electric Yellow" Although i think he looks different still. He seems to be swimming normally again and is eating so i'll just keep a close eye on him and post an update.
 
I think it would be a really, really good idea to test the water. Even if it turns out to be of great quality, you'll have the peace of mind that you're doing everything you can for him to heal.
