I have small almost microscopic specs swimming around in my african chiclid tank. I seen them when I turn off my filter for feeding. Is if perasites? Please help

Most likely not parasites. Probably a bacteria bloom. Cut down on the amount and number of feedings and increase your water change schedule. Things should then be fine.
 
Vacuming the substrate while doing the WC will help too.
 
They swim around in a jerking moshen. I look and the only thinks that if could be is water fleas or maybe baby ghost shrimp. I don't know we're the water fleas would of come from. This is the first time I have seen them and this tank has been set up for 6 months or more. I do have ghost shrimp in my tropical tank that I do feed to the chiclids so it's could be baby ghost shrimp. Any help would be great.

Could be Daphnia (water fleas) they could have come in on anything. Some Goast shrimp species can reproduce in freshwater some need salt, it is very possibile what your seeing is goast shrimp hatchlings. Either one if these two pose no threat to your tank and will be eaten by the fish. That's about all I can say without seeing them close up.
 
Ok I will see what I can do about getting them under a microscope.. Thank you for your help.
