want to do a 10 gallon planted setup for my 9 month old daughters room. i don't have alot of money to invest in lights and only want to put a couple fish in it. let your imaginations run wild (on a budget of course). o yeah i have over the back filters i can use so that is not needed.

I'd get rasboras ...they are cheap and they look really nice..I'd get a few of them..They're available at walmart for like 2 bucks.
 
If you focus upon the easy and hardy types of plants then even with low light you shouldn't go wrong. I'd advise buying a light that will enable roughly 1wpg, it shouldn't cost too much. A nice piece of feature wood/rock would be great in the tank. If you opted for a dark substrate then you'd have maximum colour effect from the fish and many species will also feel safer.

Colour wise they'd be a great addition but they're not the most hardy species around and adding them to a newly set up tank isn't the best idea in my opinion. Your choice though dde1878 :)

In a well planted aquarium, cycling doesn't happen.

The recommendation of 1wpg is only part of the deal, and not enough light. If you want to have a planted tank you will want at minimum 20W of fluorescent lighting. You will also want to get a bulb that is within the range of 5000K-10,000K. A GE Daylight 6500K twist compact fluorescent with standard "A" base (twist in) will work great.

Stock list that will work in low light:

Crypts, anubias, java ferns, java moss, najas grass, egeria species, hornwort, amazon swords.
 
Anubias are super easy and practically never die as long as it gets some light. I'd go with Fancy Guppies.
