Here's my idea for BP

Build a giant dome out of steel or concrete. Make it large enough to cover the entire spill site and attach a suction hose at the top to siphon out the oil.

Three different versions of it were tried already with some measure of success on the last one.

Actually the problem had to do with the pipes freezing up.

I don't think they've ever made a dome large enough to cap the whole area. They have to make it enoromous. If they did, I guess I missed that, sorry.
