I am setting up a 40 gallon breeder for a congo puffer (tetraodon miurus) and need canister filter recommendations. I know they need a high flow tank so im currently looking at a fluval 407 or fx4. I dont want to have way too much current and the fx4 would give the tank a turnover rate of about 11x.

I've used all the " lower end" fluvals 107,207,307,407 they are not bad filters if you like canisters, and like tlindsey tlindsey says they are adjustable.

As for the puffer they don't need high flow. They are mostly collected in the malebo pool, which is basically a lake in the Congo river. Some flow is fine, yes I've had one. Mine did not like high flow it was much more active in low to moderate flow.

Thanks, where/how did you learn where they are collected? I feel like I have read every page and forum post on the internet from the last 20 years about this fish and didn't see that.

Mostly from the internet. But I also watch some different YouTube people Cory and Dean from aquarium coop had a breeding thing going on with schoutdeni. Also there is a breeder out of Texas or Arizona can't remember which that had real good info on them also found him in the internet.

Edit
Lol I need to not reply to stuff until I e had at least a half of a cup of coffee....
I was talking about miurus but went on this tangent about schoutdeni. Same info just leave out the co op and breeder dude. I've got schoutdeni on the brain apparently. I want another one or group. Most of the puffers that come from the Congo will be found in Stanley or as it's now known Malebo pool.

I enjoy all puffers but I've found that I like the more active ones better. Most of the lurkers I've had I got bored with pretty quickly as they acted as they should and I really only saw them while feeding. I've got to many fish like that already. Luckily most of those inhabit two tanks and live together in harmony. Not usually the case with puffers each one needs its own tank. That's to many tanks with "nothing" in them lol.
