I just tested my 300 gallon and my salinity is a whopping 1.031!!

I couldn't believe it. A month ago it was 1.025.

I have no idea how it has risen. When taping off water due to evaporation I use freshwater and with the two 10% water changes that I've made when I first tested it at 1.025 the salinity of the water added was at 1.022.

Any ideas as to what the reason for the salinity spike and what % of freshwater should I replace the saltwater for a safe lowering on the salinity?

reason for the spike is probably not adding enough water or adding too strong water during the water changes, check the Sg before you add water to the tank..

and check the tank more than 1x a month

You have to keep in mind that just from the evaporation, salt is left behind. So what you were probably doing is when the water evaporated, then doing your normal WC, you did not check salinity. So the slow addition of extra salt introduced into the system, you got a gradual increase in salinity.
What you need to do now is remove some of the water and replace with FW slowly so that the fish and livestock do not go into shock from the salinity change.

As I wrote in my origianl post:

Get a refractometer, maybe your hydrometer is defective...

that too
