I need to get a 48" dual or maybe even tri strip fluorescent t5 fixture at home depot. I am ordering a glass canopy from petsolutions, how do i stand it on top of that? Obviously it doesn't come with legs.i might be able to hange it from the ceiling.

I have one mounted in my canopy. I'm running a 28w 10,000k bulb and it works perfectly. I would hang it if possible.

it has screw holes on it for ceiling mount applications.

Why not build a canopy for it and screw the fixture into that?

Because i don't know how to also i don't have the money for the supplies and my dad would keep saying, i will do it this weekend and end up not doing it...

Your dad might not like you drilling holes in the ceiling to hang the lights. A canopy is just a box that sits on top of the aquarium. It doesn't have to cover the whole top, you could make it just big enough to hold the lights and leave a space in front so that you can still do water changes and feed the fish. Here is mine for my 80g tank with a shop light inside the canopy. It is just made from a half a sheet of plywood and some 2x2's for the frame. I didn't even use any power tools, just a hand saw and a screw driver. I did give it a couple of coats of Varathane as well.
