I am having trouble with California's fish and game site, it is so poorly organized in my opinion, I can't find anything about what hots can be kept and if a permit or license is needed to do so.

yeah cali is strict. Absolutely no hots. Even some things that are very mildly venomous like the giant hognose and false water cobra are considered illegal.
