will the bigger oscar tends to bite or nib the tail of the smaller oscars, cause i happen to find some tear on the tail of my smaller oscar and often it shivers its tail in a very fast frequency ,but the two oscars still sticks very close together, wouldnt the small oscar be afraid of the bigger one since it bites its tail??

Just a little rivalry. Nothing to worry about.

i have two oscars that were given to me by my son for father's day. they were purchased as little fellas and they've grown up as buddies. they're best buddies. don't worry about it.

hah im rather concerned about the beauty of my oscars so is there a possiblity that the broken torn will heal back??

Keep excellent water parameters and it will grow back just fine.

please just make sure your tank has a cover, one of my oscars died from being bullied by the dominant one to the point of he jumped out, I find him in the morning dead

As mentioned earlier, just keep your water clean and stable and his fins should heal back. They are going to have a bit of rivalry growing up but they should be fine with each other given enough tank space (90g min as adults). Odds are there will be some nipped fins and a few missing scales as they grow up and tussle.

The tail shaking is a sign of aggression. The size of the tank has allot to do with how they get along. If you have them in a 55 aggression will probably become a problem. If they're in a 90 or bigger you stand a better chance of them becoming buddies.
