How long could I keep a 3 1/2 inch red wolf in a 20g tank before I would need to uprade?
 
would last pretty long. i think they max out at 10"-12"
 
Dont over feed them or over crowd and you can get away with it for quite some time at least 4-8 months. My erynthrius erynthrius (high fin red wolf) has been maxed out at 8 inches for the last 9-12 months.

Since they spend a good amount of time on the bottom personally I woulddo something softer. Like sand or pea gravel. Regular gravel might cause some irratation. But wolf's are pretty tough skinned so even regular aquarium gravel would probably be just fine.

Just like any other fish 50% once a week should be good. As long as the tank is not over stocked. Too heavy of a stock level will cause whats known as old tank syndrome. Which causes ph crashing or low ph and high nitrate levels. The ph swings are pretty harmful to all fish.

People get away with heavy stock levels thru many weekly 50% water changes or more. To try and keep the buffer level up for ph stability.

So basically 50% weekly unless you have parameter problems.
 
Great, thanks alot! In a 20g do you think I can get away with a 3 1/2 in red wolf and perhaps a senegal bichir for 6 months or so?

The seller has a few negative reviews such as fish arriving dead, poor packaging or fish dieing in a couple days. Do you think it would be a good place to buy?

I wouldn't keep him in a 20g past 6"..

They need a lot of room as they are very active. Mine is 9" and I feel bad for having him in a 50g which has a 48x18 footprint.
 
My tank is like 12" x 30"
