My goal is to provide decent lighting for low light plants as well as provide some dark areas for my fish.

I've just found out that halogen is bad for plants.
My hunt for the perfect lights continues

depending on your needs, i think compact fluorescent is good bang for your buck, metal halide really sucks the juice and is expensive to buy, but the compact fluorescent bulbs are kindof pricey, like 55 bucks cdn each, cheaper if you know where to look.

I have compact flourescent and it works well for low light plants. The can lights I used are similar to the ones you posted and each can takes 2 26 watt CF bulbs. You can also get them with dimming ballasts which is a nice thing:)
