how can i build some frames for my tank

my tank already has those regular/typical black plastic frames around the top and bottom. can i build a frame through out all the edges of tank? something that will kinda look like this http://www.plantedtank.net/forums/images/yourtanks/yt_1904e.jpg
...and anyone know who the manufacturer of these kind of tanks?
