How can you tell if a fish has stunted growth?

Is there any signs to look for? Is there any way to "unstunt" a fish? I'm curious, because i've had a spotted Raphael for several years now, and it's still so tiny!
 
Disproportionate eye size would the easiest way to tell aside from hunched back or curved spines in some cases. Necropsy might reveal the disproportionate size of internal organs assuming the fish is dead. You don't want to slice the fish open while still alive. -_-
 
Eh, i'm not too interested in trying to slice it open while alive. So, if the fish's eyes are big compared to its body it's probably stunted? Is it possible for a fish to not get enough food to grow, but still stay alive? If this happens, could the fish still grow if it's diet changed?
 
It'll stay alive but will not grow. It needs foods for proper nourishment and body development otherwise, there's no way it will grow at all.
