How do I fix the Cloudy Water in my fish tank

My 55 gallon tank is constantly cloudy. I have a powerful canister filter rated for 175 gallons and a power head running. I do my water changes regularly and I can’t get the water clear. I will put a photo below of my 55 gallon along with my 10 gallon which is always clear. How often do you clean your cannister filter and how do you clean it? Are you using Dechlorinator during wc's? How many fish are in the 55 gallon and how many times do you feed them?
 
I clean the canister about every 2-3 weeks by replacing all the polyester filling. Washing the bio balls and sponges off. I do not use dechlorinator during water changes. There are 3 fish a male convict a ballon Texas a chiclid and a green terror. I feed them 1-2 times a day
 

I also didn't use dechlorinator yrs ago and had the same problem with cloudy water. The chlorine is killing off beneficial bacteria every time you do a water change so your aquarium is having bacterial bloom. The aquarium is having mini cycle's and the bacteria that is in the filter and on the substrate etc.is not enough for the bioload. Please consider using a dechlorinator.

I personally would test the water parameters.
