How do I fix this?

I aquired this light earlier today but the cord has been cut. Is there anywhere I could find the same type of cord to splice it together?

Usually when I see the cord cut in that fashion is because the fixture is defective and the previous owner did it to prevent anyone from using it.

If you want to use it, I'd remove the existing wiring that has been cut and take it to the store to get the proper gauge wire. You'll have to open up the fixture to accomplish this.

Also check that the ballast or transformer and other 'parts' are in good order before using it.

I opened it up to check it out, everything looked fine to me just a bit dusty.

Looks like a 3-wire cord. Go to the hardware store and buy a replacement cord that has a 3 prong plug.
