Get the aggressor out of the tank and do daily water changes along with Melafix until the fins grow back.
Melafix is a big aid in my opinion for This 
Much depends on how they grow back too... I know people that have Surgeried fins with razor due to the WAY... They grew back... And after the surgery they grew back more natural looking.

i agree melafix some salt..WC's ....maybe find out whos doing all the damage and rearrange some fish.
I've tried melafix but had very good luck with Indian Almond leaves not just for bettas but other fish also
yer its alright seeing i got rid off the texas cichlid and both veil tasil oscars and got 80bucks storew credit for them so im happy even know i list 25 dollars in trhe process im still happy
