i use a free program called irfanview

you can use paint but i use the software that came with my camera

ms paint is an easy way.....open the photo with paint, go to the image tab at the top click on stretch/skew and the put what percentage of the original size you want the pic to be. Or go get a photo editing program

Actually I think Paint is the easyest way.
Just hit Ctrl W, and fill inn the same % size in both two plazes and enter...
