Never done it personally. FRom the people I've talked to you just tie a length of nylon rope to your fishing line and brush the rope out with wire brush. Should resemble a spinnerbait skirt. When gar bites its supposed to get tangled in the fibers.

Don't know regs for your state. Here in Louisiana there are no bag or size limits on gar. For the mount you should take a good pic of the fish right when you catch it so the taxidermist can match its colors. Wrap the fish in a wet towel and make sure the fins are lying down smooth, put it in a plastic bag and freeze it good and solid. Then bring it to your taxidermist.
