how do you go about asking for a new sub-forum?

So i am looking into DIY 3D backgrounds and thought that it would be nice if that was part of a DIY Tank Decor sub-forum. Be easier to find ideas on DIY backgrounds and tank decor. Do i just pm a admin with this or what?
 
I will bring this up for staff review, but I doubt that the topic has enough traffic to warrant an entire sub forum.
