At least three ways:
1- Fragmentation. Pieces that break off continue to grow, either but producing roots or not
2- The mother plant sends runners that eventually break off or produce roots
3- Sexually. "Elodea" (Elodea, Anacharis and simillar) are flowering plants and do produce male and female gametes.

Methods 1-2 are by far the most common and easiest. Method 3 is a capability, but not frequently exploited by the plant.

The way I propagate it is to cut the top off a few inches down.
Then place the top in a good location, it will continue to grow.
The original stem will then send a new stem out at the cut location (sometimes multiple stems).
I just repeat this process once the stems have grown.
