How high should the water level be in a sump?

Someone once told me that in a sump with bioballs or scrubbies, most of the good bacteria lives above the water level. That's because the scrubbies above the water level get more oxygen. Is that true? If it is, then shouldn't the water level in a sump be very low so more of the scrubbies/bio balls can get more oxygen?
